Moving / change of residence
Are you planning to move? Then you should consider some important regulations in order to avoid any financial disadvantages.
The law states in § 22 para. 4 sentence 1 Sozialgesetzbuch Zweiter Teil (SGB II):
"Before agreeing a contract for a new accommodation, the person entitled to benefits shall seek the assurance of the local authority responsible for the new accommodation to take into account the expenses for the new accommodation."
And further § 22 para. 6 SGB II:
"Housing procurement costs and relocation costs may be recognized as needed upon prior assurance by the locally competent local authority, expenses for a rental deposit and for the purchase of cooperative shares may be recognized as a need, with prior assurance by the local authority responsible for the location of the new accommodation ....... A security deposit is to be provided as a loan. "

You already receive SGB II benefits from the municipal employment agency of the Vogelsbergkreis:
You already receive SGB II benefits from the employment agency of the Vogelsbergkreis and your new apartment is located outside this region

1) Assurance about the new accommodation costs
Before you start looking for a place to stay, you should inquire in advance at the new job center about the reasonable costs for accommodation and heating. If you agree to a rental agreement without an assurance from the new job center, you have to take into consideration that in the future the entire costs for housing and heating cannot be taken into account when determining your entitlement to benefits (§ 22 para. 4 SGB II)
2) Rental guarantee / cooperative shares
If you need a loan for the rental deposit for the new apartment, please contact the new job center (§ 22 para. 6 SGB II).
3) Relocation expenses
If relocation costs are incurred, our prior assurance is required. Therefore, please make an informal application for the payment of relocation costs in good time. We need a reason as to why you want to move. It is also important that the costs are appropriate at the new place of residence. Therefore, please attach the assurance of the new job center for the expenses of the new apartment (see point 1).
For your own benefit, you are obliged to handle the move as inexpensively as possible.

You already receive SGB II benefits from the municipal job center of the Vogelsbergkreis and your new apartment is located in another municipality / town of the Vogelsbergkreis

We must decide if the costs for the new apartment are reasonable. Please submit a rental offer completed by the landlord or a draft of the not yet signed rental agreement before signing it.
The Vogelsbergkreis has issued a local statute to determine the appropriate accommodation costs. (see Statutes on reasonable accommodation costs). We have compiled a brief overview for you here, with the currently valid rental value tables and a list of special requirements.
After receipt of the documents, we will inform you in writing whether the rental costs for the new apartment can be fully recognized in the determination of the benefit entitlement.
Please inform us of your reason for moving in writing.
Before the conclusion of a rental contract please also provide us with a rental offer completed by the landlord (rental certificate download) or a draft of the not yet signed rental agreement.
After receipt of the documents, we will inform you in writing whether the rental costs for the new apartment can be fully recognized in the determination of the benefit entitlement.

If you need a loan for the rental deposit for the new apartment, please contact us before the conclusion of the lease.
3) Relocation expenses
If relocation costs are incurred, our prior assurance is required. Therefore, please make an informal application for the payment of relocation costs in good time. We need a reason as to why you want to move. For your own benefit, you are obliged to handle the move as inexpensively as possible.
For the payment of the security deposit as well as for the removal costs is also crucial that you have a reasonable cause for your move and that the cost of the new apartment is appropriate.
If you conclude a lease without the consent of KVA and move, you must expect that in the future, the entire cost of accommodation may not be taken into account in the determination of your benefit. Also, in such a case neither the rental deposit nor the relocation costs can be paid.

If you need a loan for the rental deposit for the new apartment, please contact us before the execution of the lease. We require your reasons for relocating, among other things. If you are currently receiving benefits under SGB II, please provide us with a certificate from the local employment agency stating that the move is necessary.
3) Relocation expenses
Regarding the payment of relocation costs, please contact the employment agency who is responsible for your current place of residence. You must specify your reason for moving there. It is also important that we acknowledge the new apartment as adequate (see point 1). At this point, it is also crucial that you only enter into contractual obligations when the adoption of costs has been clarified with the responsible employment center.
